This building, located inside the Parque de Torreblanca, is in a nearly ruinous state. It consists of a wine cellar with a tall space above that was originally used for agricultural activities.
A new building that encompasses the pre-existing structure is proposed. The ground leve lis lowered by means of landscacped inclined planes which convert the basement level into a large vestibula and exposition space for the new building.
A space for the regional assembly roo mis created on the upper level by adding a new stepped roo finto the existing arches of the old structure. Around this space the new council’s offices. A group of voids created in the old structure adds a new spatial dimensión underlined by the use of natural ligth.
